E&S Plans
A written E&S Plan is required to be developed and implemented when disturbing an area greater than or equal to 5,000 square feet.
A written E&S plan is required to be kept onsite for projects proposing greater than or equal to 5,000 square feet of disturbance. Projects with any amount of disturbance in a special protection watershed must develop and implement a written E&S plan. Some municipalities require these E&S plans to be approved by the Conservation District. Contact the municipality in which your project is located to determine if review and approval of the E&S plan by the Conservation District is required.

What’s required in the submitted plan?

1. The existing topographic features of the project site and the immediate surrounding area
See below for instructions on how to download a USGS location map to include with your submission:
- Click on the link below to download the map from the USGS Topo Map website.
- Enter your address in the search box above the map and click “Go”
- Click on the red marker and click on the top link under the download icon. Note that files are large and may require time to download.
- Open the downloaded map and print it out. Note: Set page sizing to “Fit” or “Shrink Oversized Page”. Please print in color.
2. The types, depth, slope, locations and limitations of the soils

- Click on the link below to download the USDA Web Soil Survey for your project site.
- To the left of the map, under “Quick Navigation”, click on “Address”. Enter your address and click “View”
- Outline your project area using the AOI buttons above the map and clicking on the map to create a polygon
- Create Hydric Soils Report. Click on the Soil Data Explorer tab above the map
From the menu on the left, select “Land Classifications” then “Hydric Rating by Map Unit” and click the “View Ratings” button - Click the “Add to Shopping Cart” button in the top right of the webpage
- Create Soils Report. Click on the Soil Report tab above the map
From the menu on the left, select “AOI Inventory” then “Map Unit Description (Brief, Generated)” and click the “View Soil Report” button - Click the “Add to Shopping Cart” button in the top right of the webpage
- Print report. Select the Shopping Cart tab above the map. Click the “Check-Out” button in the top right of the webpage
3. The characteristics of the earth disturbance activity, including the past, present and proposed land uses and the proposed alteration to the project site
4. The volume and rate of runoff from the project site and its upstream watershed area
5. The location of all surface waters of this Commonwealth which may receive runoff within or from the project site and their classification under Chapter 93
6. A narrative description of the location and type of perimeter and onsite BMPs used before, during and after the earth disturbance activity
7. A sequence of BMP installation and removal in relation to the scheduling of earth disturbance activities, prior to, during and after earth disturbance activities that ensure the proper functioning of all BMPs
8. Supporting calculations and measurements
9. Plan drawings, including existing and proposed topographic features of the project site and the immediate surrounding area
10. A maintenance program which provides for the operations and maintenance of BMPs and the inspections of BMPs on a weekly basis and after each stormwater event, including the repair or replacement or BMPs to ensure effective and efficient operation and completion of a written report documenting each BMP repair, replacement, and maintenance activity
11. Identification of the naturally occurring geologic formations or soil conditions that may have the potential to cause pollution during earth disturbance activities and include BMPs to avoid or minimize potential pollution and its impacts from the formations
12. Identification of potential thermal impacts to surface waters of this Commonwealth from the earth disturbance activity including BMPs to avoid, minimize or mitigate potential pollution from thermal impacts
13. The E&S Plan shall be planned, designed and implemented to be consistent with the PCSM Plan under § 102.8 (relating to PCSM requirements). Unless otherwise approved by the Department, the E&S Plan must be separate from the PCSM Plan and labeled ‘‘E&S’’ or ‘‘Erosion and Sediment Control Plan’’ and be the final plan for construction
14. Identification of existing and proposed riparian forest buffers, if applicable
